Creates new separate offenses for crimes against children including "rape of a child," "criminal sexual act against a child," "sexual abuse of a child," and "aggravated sexual abuse of a child" targeting victims under 11 years old or under 13 when the perpetrator is 18+ or 21+

Upgrades multiple existing offenses to class A-I felonies, including course of sexual conduct against a child (first and second degree), predatory sexual assault against a child, patronizing a person for prostitution in the first degree, and compelling prostitution

Mandates life imprisonment without parole for defendants convicted of the newly created child-specific sex offenses and the upgraded felonies

Elevates use of a child in a sexual performance from a class C to class A-I felony, and disseminating indecent material to minors in the first degree from class D to class A-I felony

Takes effect on November 1 following enactment and applies only to offenses committed on or after that date
