Holds proprietors civilly liable for actual damages caused by chatbot professional impersonation, with willful violations also subject to attorneys' fees and court costs

Specifies that proprietors cannot waive or disclaim liability simply by disclosing that users are interacting with a non-human chatbot

Requires proprietors to provide clear, conspicuous notice to users that they are interacting with an AI chatbot, displayed in the same language and at least as large as the largest font on the website

Takes effect 90 days after becoming law; excludes third-party developers who license chatbot technology from the definition of "proprietor"
