Allows certified school psychologists to serve as one of the two professionals required to certify a person as intellectually disabled or developmentally disabled for guardianship proceedings in surrogate's court

Currently requires certification by either one licensed physician and one licensed psychologist, or two licensed physicians; this bill adds the option of one licensed physician paired with one certified school psychologist

Applies to certifications determining whether a person is incapable of managing themselves and/or their affairs due to intellectual or developmental disability that is permanent or likely to continue indefinitely

Updates gendered language throughout the relevant sections (changing "him or herself" to "themselves" and "his or her" to "their")

Makes technical corrections to internal statutory references, changing "subdivision one or two of this section" to "paragraph (a) or (b) of this subdivision"
