Expands the authorized purposes of Industrial Development Agencies (IDAs) to include implementing environmental pollution mitigation as a qualifying activity for financial incentives

Defines "environmental pollution mitigation" as equipment, improvements, low or zero-emission vehicle purchases, structures, or facilities that control, abate, or prevent land, sewer, water, air, noise, or odor pollution from industrial, manufacturing, warehousing, commercial, recreation, and research facilities

Adds "environmental quality" to the stated goals IDAs are meant to advance for New York residents, alongside existing goals of job opportunities, health, and prosperity

Addresses environmental justice concerns by acknowledging that polluting industries are disproportionately located near low-income and minority communities, contributing to health disparities and economic hardship

Takes effect 90 days after becoming law
