Creates a new class E felony offense of "tampering with electronic monitoring equipment" under Penal Law section 145.75 for anyone who tampers with, damages, or alters monitoring devices to interfere with signal transmission

Defines "electronic monitoring equipment" as devices used as a condition of bail/release orders under Criminal Procedure Law articles 510 or 530, or as part of a sentence under Penal Law section 65.10

Adds the new tampering offense to the list of qualifying offenses that allow courts to set bail or remand defendants under Criminal Procedure Law sections 510.10, 530.20, and 530.40

Requires that the person have no right to tamper with the equipment and no reasonable grounds to believe they have such right for the offense to apply
