Elevates petit larceny to grand larceny in the fourth degree (class E felony) when property valued over $250 is stolen from a person 65 years of age or older

Renames the existing offense of "fraudulent accosting" to "fraudulent accosting in the second degree," which remains a class A misdemeanor

Creates a new offense of "fraudulent accosting in the first degree" (class E felony) for using tricks, swindles, or confidence games to defraud a person 65 years of age or older in a public place

Maintains the existing legal presumption that certain statements or conduct commonly associated with confidence games indicate intent to defraud

Takes effect on the first of November following enactment
