Limits peace officer powers to specific provisions including making warrantless arrests, using physical force, and detaining individuals with probable cause while awaiting law enforcement arrival

Explicitly prohibits these security officers from carrying, possessing, repairing, or disposing of firearms unless they obtain the appropriate license under Penal Law section 400.00
