Defines substantial regulatory impact as agencies that have posted 2+ small business regulation guides, issued 5+ regulatory flexibility analyses in the past 3 years, or are newly established agencies that have issued at least one such analysis

Mandates the nexus include agency rules categorized by small business type, regulation guides, guidance documents, pending rule proposals, regulatory agendas, plain language summaries of adjudicatory proceedings, and compliance assistance program descriptions

Requires the nexus to provide interactive features for small businesses and local governments to submit feedback, request information, seek compliance assistance, and contact knowledgeable agency staff

Existing qualifying agencies must establish their small business regulatory nexus within 120 days of the law taking effect; new agencies must comply within 120 days of issuing their first regulatory flexibility analysis
