Expands the definition of "aggravated cruelty" under New York's animal cruelty law to include conduct intended to cause serious physical injury, in addition to the existing standard of extreme physical pain

Adds use of a weapon as a new category of aggravated cruelty to animals, making it a separate basis for the enhanced charge

Applies specifically to crimes against companion animals where the person intentionally kills or causes serious physical injury

Makes a technical language change replacing "he or she" with "such person" in the statute

Takes effect immediately upon passage
