Modifies the eligibility calculation for the New York State district attorney and indigent legal services attorney loan forgiveness program by excluding periods of leave without pay from counting toward required service completion

Extends the service completion deadline by the total time an eligible attorney spends in non-pay status during their employment

Creates exceptions allowing military service, maternity/paternity leave, FMLA leave, and absences due to compensable injury to count as creditable time toward the required service period, at the discretion of the president

Applies retroactively to January 1, 2010
