Requires Onondaga County to file a resolution with the state comptroller within 180 days certifying the deputies' failure to enroll was not due to their own negligence

Onondaga County bears all past service costs, including an immediate one-time payment of approximately $382,000 and an annual contribution increase of approximately $39,000 (averaging 5.9% of salary)

Deputies must individually elect coverage within one year of the act's effective date to receive full retirement benefits under the plan
