Requires sellers of native plant seeds in New York to include on packaging or point-of-sale documentation: the original geographic collection location, recommended ecological regions within NY for use, full scientific name, whether seeds are wild-collected or cultivated, generation removed from wild populations, harvest year, and lot traceability code

Directs the Commissioner of Agriculture and Markets, in consultation with the Commissioner of Environmental Conservation, to develop rules establishing standardized terminology, ecological region mapping criteria, and record-keeping requirements for seed suppliers (minimum 3-year retention)

Establishes procedures for inspection, compliance monitoring, and enforcement including penalties for misrepresentation or failure to comply with labeling requirements

Requires the department to publish labeling requirement summaries on its website and distribute educational materials to seed vendors, nurseries, conservation organizations, and municipalities through Cornell Cooperative Extension and other networks

Takes effect 180 days after becoming law, with rulemaking authority granted immediately to allow implementation by the effective date
