Authorizes Liliana Fernandez-Clemente to file a new service retirement application and joint allowance full option election form on behalf of her deceased husband Daniel Clemente, who died after beginning retirement paperwork but before his selected retirement date

Establishes Daniel Clemente's retirement date as December 8, 2024, one day prior to his death, allowing his widow to receive survivor retirement benefits rather than only the pre-retirement death benefit

Requires the widow to submit her request to the state comptroller within one year of the act's effective date

Any ordinary death benefits already paid by the retirement system will be deducted from the service retirement benefits payable under this legislation

Estimated one-time cost to the State of New York is approximately $634,000, payable around March 1, 2026
