Directs the Department of Environmental Conservation, in consultation with the Department of Education, to commission a study on retrofitting public and charter schools located within 500 feet of major highways to reduce harmful air pollution exposure

Requires assessment of existing air filtration and ventilation systems (including HVAC and air purifiers), identifying deficiencies and recommending upgrades to filter fine particulate matter and traffic-related pollutants

Mandates evaluation of building envelopes (doors, windows, walls, roofing) to identify leaks and recommend weatherization and sealing measures to prevent outdoor pollutant infiltration

Requires feasibility analysis considering building age, design limitations, and prioritization based on pollution severity, student vulnerability, and facility conditions

DEC must submit a comprehensive report with findings, recommendations, and itemized cost estimates to the Governor, Assembly Speaker, and Senate Temporary President within one year of the act taking effect
