Requires full compliance with New York City's Uniform Land Use Review Procedure (ULURP) under NYC Charter Section 197-c before any sale, lease, or disposition of school property by the NYC School Construction Authority

Applies ULURP requirements to both the surrender of school property deemed unnecessary for future school needs and to transfers for combined occupancy structure development

Preserves existing protections requiring playgrounds in combined occupancy structures to maintain playground area at least equal to the existing size

Clarifies that Article 10 of the Education Law does not supersede requirements for parental involvement and community district education council powers regarding significant school changes, including phase-outs, grade reconfigurations, re-sitings, co-locations, and temporary student relocations

Establishes that NYC Charter provisions on land use review apply despite any inconsistent provisions in other general, special, or local laws
