Authorizes two or more contiguous municipalities (counties, cities, towns, or villages) to form broadband union districts as corporate bodies to build, maintain, and operate broadband infrastructure and deliver internet services to residents

Establishes governance through a board with one representative per member municipality serving 3-year terms, requiring quarterly meetings subject to open meetings and freedom of information laws

Grants districts power to issue bonds, enter contracts and public-private partnerships, accept grants, set service rates, hire staff, and use eminent domain for broadband purposes

Prohibits districts from levying taxes or assessments, requiring all obligations to be paid solely from district revenues and assets rather than taxpayer funds or municipal credit

Requires members to remain in the district for at least 5 years before withdrawing, with unanimous board approval needed for withdrawal or dissolution
