Creates new crime of "criminal harassment of a child" as a class A misdemeanor when a person intentionally engages in conduct that seriously alarms, annoys, torments, or terrorizes a specific child, causing substantial emotional distress

Prohibited conduct includes physical contact or threats, following or lying in wait for a child, recording a child after consent is refused (with exceptions for public speech or newsworthy events), repeated alarming acts, and publishing a child's identifying information without consent

Children under 14 require parent/guardian consent for recording; children 14 and older may consent themselves regarding publication of their identifying information

Establishes a private civil right of action allowing parents or guardians to sue on behalf of harassed children, with remedies including actual damages, punitive damages, attorney's fees, disgorgement of compensation from sale of the child's image/voice, and injunctive relief

Exempts law enforcement personnel acting in their authorized duties and persons engaged in legally mandated activities from both criminal and civil liability
