Requires boat registration applicants to disclose whether their vessel has an exhaust gas cleaning system and certify it will not be used in state waters; registration can be withheld for violations

Establishes penalties of up to $25,000 per violation, with third and subsequent violations in the same calendar year classified as a misdemeanor

Imposes strict liability on violators for all cleanup costs, natural resource restoration, property damage, lost income, and tax revenue losses resulting from prohibited discharges

Authorizes the Department of Environmental Conservation to board and inspect vessels and to adopt rules and regulations for enforcement; takes effect 90 days after becoming law
