Grants New York City Transit Authority employees who participated in World Trade Center rescue, recovery, or cleanup operations eligibility for enhanced disability retirement benefits

Provides a performance of duty disability retirement allowance equal to 75% of final average salary (up from the current formula of approximately 1/3 of final average salary) for members who become physically or mentally incapacitated due to WTC-related injuries

Applies to members of the New York City Employees' Retirement System employed by NYCTA who were involved in WTC operations on or after September 11, 2001

Creates an initial fiscal impact of approximately $14.1 million in employer contributions for 59 current WTC retirees, plus ongoing costs of approximately $23,000 per future incident

Allows affected members to utilize existing medical review procedures for performance of duty pension applications
