Authorizes the Town of Hurley in Ulster County to discontinue and alienate approximately 8.3 acres of parkland for construction of a new town highway garage

Requires the town to dedicate approximately 8.0 acres of replacement parkland (located along NYS Route 28A) before the alienation can occur, provided the replacement land has never been used for public open space or park purposes

Mandates that if the replacement parkland's fair market value is less than the alienated parkland's value, the town must dedicate the difference toward acquiring additional parklands or making capital improvements to existing park and recreational facilities

Requires compliance with all federal requirements before alienation can occur if the town previously received federal funding for purchase, maintenance, or improvement of the parklands being discontinued
