Creates the crime of "spoofing a police agency telephone number in the second degree" when a person, with intent to defraud, harass, annoy, threaten, or alarm another person, places a call that displays a police agency phone number or information indicating the call is from a police agency

Classifies second degree spoofing of a police agency telephone number as a class A misdemeanor

Establishes "spoofing a police agency telephone number in the first degree" when a person commits the second degree offense and has a prior conviction for either degree of the offense within the last 10 years

Classifies first degree spoofing of a police agency telephone number as a class E felony

Takes effect 60 days after becoming law
