Allows New York political subdivisions to award food purchase contracts to bidders meeting "values based procurement standards" even if their bid is up to 10% higher than the lowest responsible bidder, provided the bidder is based in New York state

Requires all bidders on food purchase contracts to submit supply chain data including names and addresses of suppliers, distributors, processors, and producers, with winning bidders required to update this information annually and upon any changes

Defines seven values based procurement standards: local economies (51%+ of raw materials grown/processed within 100 miles), environmental resilience (soil health, reduced pesticides, greenhouse gas reduction), racial equity (minority/women-owned or socially disadvantaged farms), valued workforce (union rights, worker cooperatives), valued agricultural sector (fair pricing for farmers), animal welfare (humane care with third-party certification), and nutrition (whole grains, fresh produce, lean proteins)

Mandates that supply chain data be made publicly available on government entity websites, except for information exempt from disclosure under public officers law

Applies to food purchase contracts including food service work, but excludes contracts necessary for completion of public works contracts under labor law article eight
