Authorizes the City of White Plains to establish a demonstration program using photo speed violation monitoring systems in up to 3 school speed zones at any one time to enforce speed limits

Vehicle owners are liable for penalties up to $50 per violation (plus up to $25 late fee) when their vehicle exceeds the posted speed limit by more than 10 mph in a school speed zone during school hours, one hour before/after school, and during student activities

Cameras must pass daily self-tests and annual calibration checks by an independent laboratory, with operators completing required training and maintaining daily setup logs

Recorded images are restricted to adjudication purposes only, must exclude identification of drivers/passengers when practicable, and are exempt from public disclosure except pursuant to criminal search warrants or subpoenas

The program expires December 31, 2030, and the city must submit annual reports to the governor and legislature detailing crash data, violations by speed category, revenue, expenses, and adjudication results
