Amends CPLR Rule 4518 to add explicit requirements for the business records exception to hearsay, including that records must be made from the recorder's own personal knowledge or from someone with personal knowledge and a business duty to transmit information accurately

Requires that information in business records must either come from personal knowledge, be transmitted by someone with a business duty to report accurately, or fall under another hearsay exception to be admissible

Adds specific requirement for hospital and medical office records that entries must be germane to the patient's treatment or diagnosis to qualify for the exception

Reorganizes existing requirements into numbered subsections clarifying that judges must find: the record was made in regular course of business, it was regular practice to make such records, and the entry was made at the time of the event or within a reasonable time thereafter

Takes effect immediately upon passage
