Establishes minimum payment rates for private duty nursing services provided to Medicaid enrollees through managed care organizations and HMOs, effective January 1, 2026, requiring payments to match fee-for-service rates

Sets private duty nursing reimbursement at no less than 80% of the CHAMPUS/TRICARE maximum allowable charge for New York localities, effective July 1, 2026

Requires the Department of Health to publish a private duty nursing rate schedule at least 30 days before the rate increase takes effect and annually thereafter

Applies to hourly home care services provided through licensed home care services agencies operating under negotiated payment rate methodology agreements
