Expands eligibility for disabled person license plates beyond just disabled individuals to include parents, spouses, guardians, caregivers, and family members responsible for transporting a severely disabled person or severely disabled veteran

Defines "severely disabled person" as someone with permanent conditions including: limited/no use of lower limbs, neuro-muscular dysfunction limiting mobility, physical or mental impairments imposing unusual hardship using public transportation, blindness, or deafness

Allows eligible persons who own multiple vehicles used to transport a severely disabled person to obtain disabled plates for each additional vehicle

Requires proof of disability from a licensed physician, physician assistant, nurse practitioner, podiatrist, or optometrist for the severely disabled person being transported

Takes effect 90 days after becoming law, with immediate authorization for the DMV to develop implementing regulations
