Authorizes the Village of Sleepy Hollow in Westchester County to establish a residential parking permit system through local law or ordinance, with associated fees for parking in designated areas

Applies to 26 specified streets including Andrews Lane, Barnhart Avenue, Hudson Street, Irving Place, and others in residential neighborhoods such as Sleepy Hollow Manor, Philipse Manor, Downtown Sleepy Hollow, and Webber Park

Requires at least 20% of permit area spaces to remain available for non-residents, with short-term parking of at least 60 minutes also provided

Exempts vehicles registered under section 404-a (disabled veteran plates) from permit requirements, and excludes street portions adjacent to commercial, office, or retail-zoned properties

Addresses parking shortages caused by the village's population density of 4,452.1 persons per square mile, proximity to Philipse Manor and Tarrytown train stations, and approximately 100,000 annual tourists visiting due to the area's connection to "The Legend of Sleepy Hollow"
