Extends emergency appropriations for state government operations from May 7 to May 9, 2025, providing funding authority until the full state budget for fiscal year 2025-26 is enacted

Appropriates $1,978,430,000 for personal service payments to executive branch officers and employees, including the Governor, Lieutenant Governor, Comptroller, Attorney General, legislature staff, and workers in state-operated disability programs

Allocates $620,000,000 for judiciary operations, including $265,000,000 for personal service, $25,000,000 for non-personal service, $30,000,000 for aid to localities, and $300,000,000 for employee fringe benefits

Appropriates $8,652,436,000 for the Medical Assistance (Medicaid) program, covering hospital inpatient/outpatient services, nursing homes, managed care, pharmacy, transportation, dental, and other long-term care services

Increases appropriations for several programs including: Department of Labor unemployment insurance benefits ($1,155,000,000), Department of Health food and nutrition services ($41,730,000), and Office for People with Developmental Disabilities community services ($434,989,000)
