Requires every school district's board of education or trustees to establish a parent advisory council on special education

Opens council membership to all parents of children with disabilities in the district and other interested parties

Councils must advise the board on matters pertaining to education and safety of students with disabilities

Councils must meet regularly with school officials to participate in planning, development, and evaluation of special education programs

Councils must establish their own by-laws for officers and operational procedures, and are entitled to receive assistance from the board without charge upon reasonable notice
