Authorizes the Town of Ithaca in Tompkins County to discontinue and alienate approximately 8.33 acres of parkland located along Seven Mile Drive for agricultural purposes

Requires the town to dedicate a replacement parcel of equal size (8.33 acres net) as new parkland before alienating the existing parkland, provided the replacement land has never been used for public open space or park purposes

Mandates that if the replacement parkland is not equal to or greater in value than the alienated land, the town must dedicate the difference in fair market value toward acquiring additional parklands or capital improvements to existing park facilities

Requires compliance with federal requirements before alienation if the original parkland received any federal funding for purchase, maintenance, or improvement, including obtaining approval from the Secretary of the Interior

Takes effect immediately upon passage
