Authorizes the Division of Housing and Community Renewal to designate census tracts with underserved or unserved broadband locations as "broadband opportunity areas"

Requires internet service providers to deliver minimum speeds of 100 Mbps download/20 Mbps upload (or 25/3 Mbps with a waiver) to qualify for tax exemptions

Grants up to 10 years of real property tax exemptions for "last mile" broadband infrastructure built within designated broadband opportunity areas, if approved by local municipal governing boards

Defines "last mile" infrastructure as broadband facilities capable of serving every business or residence within 300 feet of the construction path

Allows the division to terminate a broadband opportunity area designation if providers fail to implement their broadband plan, demonstrate inadequate management, or repeatedly miss reporting requirements, with 30 days written notice and a public hearing required
