Creates new Class A-I felony of "aggravated murder of a child" for persons 18+ who are parents, guardians, caregivers, or in positions of trust who intentionally kill or cause death through depraved indifference to a child under 14, punishable by life imprisonment without parole

Establishes "aggravated abuse of a child in the first degree" (Class C felony) and "aggravated abuse of a child in the second degree" (Class D felony) for adults who cause serious physical injury to children under 14 through reckless conduct, shaking, or intentional harm

Requires all telephone calls from mandated reporters to the statewide central register of child abuse and maltreatment to be recorded and maintained for two years (or longer if a report is filed), accessible only via judicial subpoena in criminal or family court proceedings

Mandates law enforcement accompany child protective investigators and remain present during investigations when a report is received within six months of two other indicated or pending reports involving the same child, sibling, or household

Expands the definition of "neglected child" to include failure to provide sanitary living environment, warmth, sustenance, basic necessities, psychological/psychiatric care, moral supervision, and emotional support, and removes the requirement that danger of impairment be "imminent"
