Extends the Department of Environmental Conservation's authority to regulate blackfish (Tautoga onitis) from December 31, 2025 to December 31, 2028

Maintains DEC's regulatory powers over blackfish management including size limits, catch and possession limits, open/closed seasons, closed areas, permit requirements, and recordkeeping

Requires DEC regulations to be no less restrictive than existing state law and consistent with Atlantic States Marine Fisheries Commission fishery management plans
