Authorizes the Village of Kings Point in Nassau County to discontinue and alienate 2.4817 acres of parkland near Steamboat Road to provide additional parking for a community center being built by the United Mashadi Jewish Community of America

Requires the village to dedicate 5.76 acres of replacement parkland (Lots 21, 22, and 23 along Middle Neck Road) before the alienation can occur, provided this land has never been used for public open space or park purposes

Mandates that if the fair market value of the replacement parkland is less than the alienated parkland, the village must dedicate the difference toward acquiring additional parklands or capital improvements to existing park and recreational facilities

Requires compliance with federal requirements if any federal funding was used for the parklands being alienated, including obtaining approval from the Secretary of the Interior that replacement lands are equivalent in fair market value and usefulness

Takes effect immediately upon passage
