Authorizes the Town of Brookhaven, Suffolk County to discontinue parkland use and lease approximately 0.0573 acres of Rolling Oaks Golf Course in Rocky Point to LI Smart Solutions LLC for up to 30 years at fair market value for a wireless communication tower

Grants a 15-foot-wide easement (approximately 0.103 acres) for vehicular, pedestrian, and utility access from North Country Road to the lease area, with the thoroughfare remaining publicly accessible for park purposes

Requires all lease proceeds to fund capital improvements to existing parks or acquisition of new park and recreational facilities, with the town dedicating an amount equal to or greater than the easement's fair market value for the same purposes

Mandates that if the land ceases to be used for the wireless tower, the lease terminates, land reverts to public parkland, the easement is extinguished, and the tower must be removed with the property restored to its previous state

Prohibits alienation until the town complies with any federal requirements if federal funding was used for the parkland, including obtaining approval from the Secretary of the Interior for equivalent land substitution
