Establishes an exclusion list system allowing individuals to register their identifying information to prevent themselves or minors from creating accounts on mobile sports wagering platforms

Requires mobile sports wagering operators to conduct age assurance at the point of account registration using commercially reasonable and technically feasible methods, as determined by commission regulations

Prohibits self-reported age as an acceptable age verification method; operators must treat users as minors if their device signals or communicates minor status through privacy settings or other mechanisms

Mandates that any information collected for age assurance purposes be deleted immediately after the age determination attempt, unless required by state or federal law

Requires the commission to promulgate data security regulations including encryption, firewalls, password protection, and access limitations for any identifying information collected under the exclusion list system

Takes effect 180 days after becoming law, with rulemaking authority effective immediately
