Prohibits employees first hired on or after the bill's effective date from participating in the New York State and Local Employees' Retirement System (NYSLERS) if they work for specified municipal associations

Affected organizations include: New York State Association of Town Superintendents of Highways, New York State School Boards Association, New York State Association of Counties, Association of Towns of the State of New York, New York Conference of Mayors and Other Municipal Officials, and any school board association

Current employees of these organizations remain eligible for retirement system participation; the restriction applies only to new hires

Updates gendered language in the existing statute from "he" to "they" when referring to the comptroller

Fiscal note confirms there will be no cost to NYSLERS if enacted
