Authorizes Westchester County to enter into sewer system consolidation agreements with the City of New Rochelle, Town of Mamaroneck, and Villages of Larchmont and Pelham Manor for the conveyance or lease of municipal sewer system property to the county

Allows the county to establish special transitional zones of assessment within the New Rochelle sanitary sewer district to allocate costs associated with acquiring and operating transferred sewer facilities

Requires public hearings by both the municipality and county legislature before any sewer system consolidation agreement can be executed, with determinations that the transfer is in the public interest

Permits the county to assume outstanding municipal debt related to transferred sewer systems, issue bonds to finance acquisitions, or make payments to municipalities for their existing debt service obligations

Authorizes consolidation agreements for terms up to 50 years, with provisions for employee transfers, indemnification between parties, and allocation of capital and operating costs between the county and participating municipalities
