Increases the maximum annual registration fee that local governments can impose on mortgagees for residential mortgages in default from $75 to $300

Prohibits mortgagees and their agents from passing registration fees along to mortgagors (homeowners) in default

Creates a private right of action allowing mortgagors damaged by improper fee pass-through to sue for recovery of damages

Establishes venue options for lawsuits including the county where events occurred, defendant's residence or principal office, or plaintiff's residence

Takes effect immediately upon enactment
