Amends the Agriculture and Markets Law to add "urban farming" to the definition of "farm operation," making urban farms eligible for agricultural district protections

Defines "urban farming" as the cultivation of fruits, vegetables, flowers, and ornamental plants, as well as limited keeping of fowl or bees and aquaculture practices

Expands agricultural district benefits previously available only to traditional rural farming operations to include urban agricultural activities

Takes effect immediately upon passage
