Establishes a Mohawk River Basin district encompassing the Mohawk River from its headwaters in Lewis county to its mouth at the Hudson River at Cohoes, including all tributaries, watershed lands, and connected portions of the New York State Barge Canal

Creates a Mohawk River Basin management program within the Department of Environmental Conservation to conserve, protect, and restore the river's environmental quality through integrated watershed management

Requires the commissioner to appoint an advisory committee representing drinking water supply, recreational fishing, boating, tourism, conservation, agriculture, and regional planning interests, plus ex-officio members from relevant state and federal agencies

Mandates publication of a management strategy and action agenda addressing climate resilience, land use, fisheries, pollution, drinking water, and recreation, with updates required by January 1, 2027 and every ten years thereafter

Requires the Mohawk watershed coordinator to develop an aquatic invasive species prevention plan within one year, submit annual progress reports to legislative environmental conservation committees by March 1, and consult regularly with the advisory committee
