Requires all public and non-profit libraries in New York to adopt a workplace violence prevention policy that meets or exceeds standards set by the Department of Labor's model policy

Mandates annual workplace violence prevention training for all library employees, covering de-escalation tactics, active shooter drills, emergency procedures, mental health crisis response, and use of panic buttons and security alarms

Requires libraries to install physical panic buttons at accessible locations throughout the workplace that immediately dispatch local law enforcement when pressed

Employers must provide written notice of violence prevention policies to employees at hiring and annually, in both English and the employee's primary language (based on the 12 most common non-English languages in New York)

Department of Labor must evaluate and update the model workplace violence prevention policy beginning in 2027 and every four years thereafter
