Richard Stueber served as a Suffolk County deputy sheriff and previously participated in World Trade Center rescue, recovery, and cleanup operations as an NYPD member before dying from mental illness associated with that service

The New York State and Local Employees' Retirement System determined on March 12, 2020 that Stueber was permanently incapacitated due to his World Trade Center participation

Suffolk County is responsible for all costs associated with implementing the benefit

Fiscal note estimates an immediate past service cost of approximately $1.04 million to be paid by the State as a one-time payment
