Establishes the "Libraries Literacy Education Guidance Act" requiring the state librarian to develop evidence-based literacy education guidance within one year of the act's effective date

Guidance must focus on reading competency for pre-K through grade 5 students, covering phonemic awareness, phonics, vocabulary development, reading fluency, comprehension, background knowledge, oral language, writing, and oral skill development

Requires modified guidance to be developed for students beyond grade 5 and adults

Mandates distribution of the guidance to every public library and association library in New York state

Requires the state librarian to update the guidance every two years, incorporating feedback from libraries receiving the materials
