Requires the Office for the Prevention of Domestic Violence to contract with a federal HHS-designated organization to develop informational materials, including online resources and physical pamphlets, for domestic violence victims facing harassment through smart home systems

Materials must include information on devices commonly used to harass victims, harassment tactics, safety enhancement strategies, and instructions for removing an individual's access to smart home systems

Contracted organization must make policy recommendations for reducing technology-facilitated abuse, including cyber-harassment and stalking

Defines "smart home system" as internet-connected electronic devices handling home security, climate, or appliances that have computer processing capabilities for collecting, sending, receiving, or analyzing data

Informational materials must be distributed to domestic violence shelters, local social services districts, police departments, and childcare facilities; takes effect 90 days after becoming law
