Implements a constitutional amendment allowing use of forest preserve land in the Adirondack Park for the Mount Van Hoevenberg Olympic Sports Complex in North Elba, Essex County

Limits development to no more than 322.26 acres of the 1,039.2-acre forest preserve parcel for Nordic skiing and biathlon trails and related appurtenances

Defines permissible "appurtenances" as access roads, parking lots, sanitary facilities, offices, day lodges, snowmaking, 5 kilometers of paved training trails, and an open-air stadium

Prohibits facilities not directly related to Nordic skiing/biathlon operations, including zip lines, hotels, condominiums, swimming pools, ATVs, and tennis courts, as well as any commercial sales structures at or above 2,200 feet elevation

Requires the state to acquire at least 2,500 acres of land for addition to the forest preserve as an offset, subject to legislative approval with metes and bounds descriptions
