Requires all playgrounds in New York state parks, municipal playgrounds, neighborhood recreation centers, and New York City parks to be universally accessible for children with disabilities

Defines "universally accessible" as allowing children with disabilities to use their typical means of mobility to access a minimum of 70% of play activities

Mandates that accessible playground equipment be incorporated into existing playground layouts or proposed playground plans to the extent practicable

Amends three separate laws: the Civil Rights Law (for state parks), the General Municipal Law (for municipal facilities), and the NYC Administrative Code (for city parks)

Takes effect 60 days after becoming law, with immediate authorization for agencies to create necessary rules and regulations for implementation
