Requires all firefighters seeking permanent appointment in any county, city, town, village, or fire district to complete both an approved fire basic training program and an approved battery storage fire training program before receiving certification

Mandates that temporary, probationary, or non-permanent firefighters must complete the battery storage fire training program within prescribed timeframes or forfeit their positions

Authorizes the state fire administrator to promulgate rules and regulations for approving battery storage fire training programs, including minimum courses of study, attendance requirements, equipment and facility standards, and instructor qualifications

Directs the state fire administrator to certify instructors for battery storage fire training programs and conduct studies on the establishment, operation, and effectiveness of these programs

Takes effect 180 days after becoming law
