Directs the Commissioner of Education to conduct a study and survey of recess practices in charter and public elementary schools from kindergarten through grade six

Survey must collect data on the number of schools offering recess, duration and frequency of recess periods, and whether recess is held indoors or outdoors

Study must examine whether schools provide dedicated recess spaces, supervision levels, barriers to providing recess, and the balance between structured and unstructured play time

Commissioner must prepare and submit a report of findings by December 31, 2025 to the Governor, legislative leaders, and education committee chairs and ranking members

Report must also be published on the New York State Education Department's public website
