Requires the Commissioner of Mental Health to create regulations allowing family members to obtain certain records of deceased individuals who resided in state-operated or certified mental health facilities upon written request

Records eligible for release include the deceased's name, admission and discharge dates, birth and death dates, cause of death, treatment and services provided, employment history, and residential history

Prohibits release of records if the deceased individual had previously objected in writing or had the objection documented in their services plan, or if a qualified person objected on behalf of someone who lacked capacity to consent

Allows release of patient records to a family member's physician when there is a demonstrable medical need relevant to that family member's own health care

Takes effect immediately, except the provision regarding deceased residents' records takes effect 180 days after becoming law
